NCCAA Legislative Agenda

  • Supports funding from the Special Reserve for Oil Overcharge Funds to the Department of Health and Human Services the sum of one million dollars ($1,000,000) for the 2003-2004 fiscal year to be allocated for the N.C. Weatherization Assistance Program as detailed in H.B. 379, NCHHS, Section 10.1 (a). More on Weatherization.State Legislature Building, Raleigh
  • Supports “Living Wage” agenda for all of North Carolina
  • Supports Raising Revenue to Avoid Harmful Cuts to Human Service programs
    • Raise progressive taxes and end tax loopholes for corporations
    • Offset regressive tax hikes with a state Earned Income Tax Credit
    • Work with our Congressional delegation to insist on Federal assistance
  • Supports all Affordable Housing issues and program funding ; maximize the allocation of flood-relief funds for low income families
  • Reform or abolish “payday” loans and all other forms of predatory lending
  • Suspend two-year time limits for Work First benefits
  • Preserve funding for Medicaid, Health Choice and all other critical programs for those in need
  • Supports programs that will narrow the achievement gap and lead to academic success for at-risk students; promote fair testing of students

National Issues

  • Supports reauthorization of CSBG (current funding level appropriations at a minimum), LIHEAP (above its 1.7 billion level without a formula change), & Head Start (COLA increase)
  • Supports Head Start being preserved administratively as it exists today
  • Supports President Bush’s proposal to fund USDOE for Weatherization at 63.2 million
